Finally, an internal conflict or lack of coordination between the secret services and the Ministry of the Interior resulted in the arrest of blog journalist eljko Peratović for republishing already released security servicesrelated documents on his website, indicating the need for further improvement in the professionalization and oversight of the security services…
Overall, there is very low overt government pressure or harassment of the media. The October 2007 arrest of journalist eljko Peratović, who runs a conspiracy theory Internet blog, apparently surprised even Prime Minister Sanader. While Peratović spent a day and a night in jail for publishing confidential state materials on his blog, Sanader publicly denied any involvement in the case, criticizing those who produced the scandal. A month after the arrest, it was still unclear why Peratović had been arrested since the allegedly confidential material had already been published several years earlier.

President: Peratovics Arrest Was Wrong
I do not know anything about that man, I am not interested in him, nor do I read his blog, said Mesic, denying Zeljko Peratovics claims.
The president of Croatia, Stjepan Mesic, said that the claims of Zeljko Peratovic were totally wrong. The police arrested him (Peratovic) for suspicion that he gave away a national secret. Peratovic accused the president of settling his differences with premier Ivo Sanader on his back.
- I do not know anything about that man, he does not interest me, I do not read his blog, he is a total mystery to me said Mesic and added that he does not see any reason why he would mention the name Zeljko Peratovic.
Mesic said that he will never deny many of those that attack him, nor will he deny statements from the journalists Tihomir Dujmovic, Milan Ivkosic and Domagoj Margetic, who also wrote about him.
- I will never attack those people, and most probably this one (Peratovic) falls into that category said Mesic, who stressed that he does not know if he ever met Peratovic, and asked why he would have anything against him.
- If somebody enjoys the fact that I do not like him, then let them enjoy said Mesic, who considers that it still has to be established if the law was broken in the Peratovic case, stressing that the police can listen to anyone, even him when his mandate is over.
The search was totally wrong Mesic was asked to comment on the police search for Peratovics documents. He answered that the aim was obviously to get to those who were giving away national secrets.
- Here they probably went with the route with the least resistance, to talk with those who the state secrets came to said the president and added that this obviously should have been done in another way, in the circle of people that have access to the national secret, and not the person who it came to. – I think that it was totally wrong concluded Mesic.
Journalist Arrested For Documents On Gotovina
Because he put a British secret service proposal for destroying Gotovinas net on his blog, Peratovic was arrested.
After the police released him, the journalist Zeljko Peratovic said that he was being charged for three documents that had already been released to the public, and that at the end of the procedure he will know if anyone was effected by the blog that he wrote.
Peratovic, who was arrested on Wednesday for releasing national and military secrets, said in Nova TVs news show Dnevnik that one of the disputed texts was released on his blog that was a proposal of the British secret service for breaking the net of general Ante Gotovina.
- The same documents were released more than a year earlier by Ivo Pukanic and the newspaper Hrvatski list said Peratovic, who says that the texts that the police removed on their own initiative, had been on his blog for six months. During Peratovics arrest, premier Ivo Sanader announced that he will carefully analyse his case.
Croatia Journalist’s Arrest Condemned
Senior Croatian officials met on Monday to discuss the case of a journalist who was briefly detained last week on suspicion of having revealed state secrets.
The arrest of freelance journalist Zeljko Peratovic on Wednesday sparked public outrage.
The Croatian Journalists Union, the Croatian Helsinki Committee and the opposition Social Democrats were among organizations which condemned the arrest.
With just a week to go before the parliamentary election campaign opens, Prime Minister Ivo Sanader said he would carefully examine the case.
Peratovic was set free a day after his arrest, and it is still not clear who had launched the original investigation against him.
After his release Peratovic told reporters that the police were investigating him in connection with the alleged revelation of state and military secrets through the publication of three documents.
Peratovic said one of those documents, published on his blog, had already been submitted to the parliamentary committee on home affairs and national security as evidence that the Counter-Intelligence Agency, POA, had shown an interest in him in relation to the case of retired general Ante Gotovina who is awaiting trial before the Hague war crimes Tribunal for the former Yugoslavia.
According to Peratovic, he was among a group of reporters being considered as working against Croatia”.
Peratovic said the other two documents had already been published by the weeklies, “Nacional” and “Hrvatski list”, and added that these documents included references to the British secret intelligence service and to a meeting between its agents and a former Croatian police chief, Ranko Ostojic.
The ministry of the interior issued a statement at the weekend which said that police had acted on a request from public prosecutors.
Other reports suggested that the investigation had been launched by the SOA.
Croatian media reports said that chief state prosecutor Mladen Bajic, police chief Marijan Benko and SOA director Tomislav Karamarko were due to meet on Monday to discuss the Peratovic case.
The interior ministrys spokesperson, Krunoslav Borovec, told Balkan Insight that Bajic and Benko had met in accordance with their usual briefing activities.
He said that the Peratovic case was now in the hands of the state prosecutor.
Country Reports on Human Rights Practices – 2007
Croatia
In October police in Zagreb arrested freelance journalist Zeljko Peratovic, searched his apartment, and seized some computer equipment, his mobile phone, and some documents. Police charged Peratovic with posting classified documents on his Web site; he was released the next day. At year’s end the case remained in the investigative stage, and authorities had not announced an indictment. By year’s end the police had not returned the seized items to Peratovic. Human rights groups protested the arrest and seizures and asserted that they endangered media freedom. The president and prime minister expressed regret over the incident, indicating that they wished that it could have been handled differently.

Croatia
Journalist Zeljko Peratovic was arrested at his home in Croatia in October for revealing state secrets after posting documents on his blog (peratovic.net and peratovic.blog.hr) about war crimes committed in the southeastern Croatian village of Gospic in the 1990s. He said a vice-president of parliament as well as the defence minister at the time, Gojko Susak, were involved. He faces up to three years in prison. He was freed a day after his arrest thanks to international pressure.
Kritische Stimme mundtot gemacht

Blogger-Reporter Arrested in Croatia
On Wednesday, October 17, Croatian Police arrested eljko Peratović, free-lance journalist and author of the 45 Lines blog, on suspicion that he gave away state secrets.
Peratović was detained for interrogation at 2:00 p.m. According to his wife Nada, the police came back to their appartment later that evening, about 8:00 p.m. with a search warrant. The search lasted for 14 hours and the police confiscated three laptop computers, a desktop PC and a number of allegedly incriminating documents.
Peratović, previously member of Globus weeklys editorial team and collaborator of several other print media, uses his 45 Lines blog to publish articles and video footage on the subject of organized crime, war-crimes cover-up activities and manipulations in the work of security services.
He covered, among other topics, the case of Fatima Skula, former member of Croatian Armed Forces, fighter in the Homeland War and witness of war-crimes in Gospic. Her testimony (available on YouTube) presents serious accusations against Darko Milinovic, the vice-president of the recently dismissed Sabor.
Peratović has also written a lot about Tomislav Karamarko, the Director of Security and Intelligence Agency (SOA), and some media report that the search of his home was, in fact, conducted on request of the Agency.
The investigation against Peratović is conducted in cooperation with the District Prosecution Office, but neither the Police nor the Prosecution Office will give more details on their activities. Peratović spent the night at the Police precinct and is still in detention. It is not known at this time whether he was actually arrested or if he was invited for an interrogation as a suspect.
Croatian journalist briefly detained for revealing state secret, triggering protests
ZAGREB, Croatia: A Croatian freelance journalist was released Thursday, a day after being detained, police said. His wife told local media he was suspected of publishing a state secret.
Zeljko Peratovic, who publishes articles on his Web site, was apprehended at his home Wednesday. His computers were confiscated, his wife, Nada Peratovic, said.
Peratovic’s detention drew a protest from the national Journalists’ Association, which said it represented a “drastic example of endangering journalistic freedom in Croatia.”
If a state secret was made public, “then the authorities should prosecute those who delivered it, and not those who publish it,” the group said.
The opposition Social Democrats who lead in polls for parliamentary elections next month also protested Peratovic’s detention, calling it an attempt to intimidate the press.
