…It all started on 10 June 2003 when Nacional ran an interview with the runaway General Gotovina. That I had met with him was a fact known not even by his attorneys Luka Misetic and Marin Ivanovic, as I worked out the details in the greatest discretion with attorney Marijan Pedisic, a friend of mine, who passed away just over a year ago. We met with Gotovina in a hotel in Venice…

Both Mesic and chief Hague prosecutor Carla Del Ponte were informed of the messages and the interview before it was published. Del Ponte sent her top crew, headed by Patrick Lopez Tereza, to Pantovcak to see what could be done about it. Mesic charged his chief of staff Zeljko Bagic to speak with them, who he informed of what Gotovina had said…

And when I was already convinced that the crisis would end favourably for all and that Gotovina would finally come home, the blows came, above all from the press, but from all quarters. They led to a break off of the talks, and a loss of mutual trust, with serious consequences for Croatia, which as a result of the sabotage of those talks did not accede to the Union three years ago.

The responsible parties are known today. Some media houses, Jutarnji list and Globus foremost among them, followed by Feral and HTV, criticised both the initiative and me. President Mesic, who publicly supported the idea, was also attacked, even so far as to demand he relinquish his post. Journalists like Gordan Malic, Ivan Zvonimir Cicak, Ivica Djikic, Denis Kuljis, from HTV led by Zoran Sprajc, right up to the most ridiculous of them, Zeljko Peratovic, who claimed from his laughable Internet portal that I had met with Gotovina at Mesic’s Pantovcak residence. I was subject to daily attacks. I could not believe the just how much malice there was among journalists. The chief theory put forward by the press at the time was Gotovina was in Croatia, and there were constant alleged sightings of Gotovina in Croatia appearing the newspapers…

Tender for Croatian secret agents

It has been speculated for some time that, in case of the SDP winning the elections, a new SOA chief should become piro Mie, the confidant of Ranko Ostojić a candidate for the minister of the interior. Recently, I have been warned by more sources that Ante Glavan, the head of a SOA sector, has more prospects of becoming the SDP chief of SOA than piro Mie.

- Glavan, using the data on Mesić acquired during the Puljiz case, has built a strong relationship with Pantovčak. It is also known that the SOA chief cannot be appointed without the President’s counter-signature. What is more interesting is the fact that Glavan, through the mediation of Ante Damjanović, has contacted Ante Kotromanović. He seems to have more influence on the SDP president, Zoran Milanović, than Ranko Ostojić, warns one of the sources close to the parliamentary Committee for National Security.

Ante Damjanović, who has allegedly put Kotromanović in touch with Glavan, is Tihomir Blakić’s godfather. On the other hand, Blakić is on close terms with Ivan Račan, the late SDP president’s son. In the 90s Ante Damjanović was a SIS analyst and at some time past, he was arrested by SIS under the suspicion of removing military documents without authorization. He intended to hand them over to Blakić’s lawyer Nobilo without authorization. In 2000, when the coalition won the elections, Damjanović, as a HSLS member, became a security adviser to Jozo Rado, the minister of defence.

Besides that, in 2000, the afore mentioned military policemen, together with the retired SIS officer from ibenik, Stipe Jukić, were received by Mladen Ruman, assistant minister of defence for security, Davor Bićan, head of SIS, and Ante Damjanović, defence minister security adviser. The latter was made well-known by Jasna Babić in her book Blakić conspiracy where he was described as Tihomir Blakić’s best man.

It is interesting that at that time Milković and Bariić were SDP members but were summoned to the meeting in MORH via HSLS connections, since then minister, Jozo Rado, was HSLS vice-president. The meeting was organized by Ante Damjanović who was a subordinate to the head of SIS, Stipe Rojnica, at the time when the assistant minister of defence for security was Draen Budia’s best man, Dr Goran Dodig.

Longtime champions of truth, Milković, Jukić and Bariić, were sent off from MORH with the promise that their findings would be seen to seriously. As the time was passing by and no one was approaching or acting, I was asked to talk to Ante Damjanović and check where it all got stalled.

I met Ante Damjanović for a cup of coffee in the Palace hotel bar. There, I found out that Rado’s security adviser would rather I had showed interest in the Tihomir Blakić, his best man, case and pilgrimages for Blakić from the Hague to Nova Bila that he had organized, than being interested in the case of military policemen and SIS officers against whom charges for war criminals and crime were pressed. He was puzzled about why Mario Bariić needed all of that and what his motives were and which school Bariić graduated from.

Ante Damjanović and Ante Glavan got together during the investigation of a crime in Paulin Dvor:

However, the entire operation of transporting bodies in white plastic barrels (10060 cm), with the logo of the Osijek company “Analit” was overseen by SIS. The bodies were found in three graves in Rizvanua, in February 2002. The operation was secured by the Military Police, notably its Crime division. Thus, the investigation of the crime, whose trails were attempted to be covered up 500 km away, was pointing to colonel Ante Gugić, then the head of SIS, general Mate Lauić, a long-time Military Police commander, and major Ante Glavan. The latter was the head of the Military Police Crime division for a number of years and during the operation in question as well. More and more data indicate that Ante Gugić, Ante Glavan and head of Operative division of SIS, major eljko Sklepić, may have a lot to say about crimes committed in Paulin Dvor, war crimes committed by HV members, particularly Military Police members in the regions of Sisak and Gospić and in the Split Naval Base Lora. There are also indications that the leading members of SIS and the Military Police crime division, Gugić, Glavan and Sklepić in person, as key figures from the HDZ intelligence infrastructure, were directly involved in covering up those war crimes. Though a Military Security agency was founded, the Military Police crime division, by orders of Mladen Ruman, became the intelligence-security-police organ of the Ministry of Defence.

Current SOA director, Tomislav Karamarko, has continued with the reconstruction of the mega spy agency. He reckons that, when HDZ wins the elections again, he will, as the minister of interior, be able to do whatever he wants with SOA via his people. Karamarko has been preparing his assistant Josip Buljević to take over. Buljević won recognition when tracking down Ante Gotovina and Hrvoje Petrač. Buljević is often approved business trips to the USA, where, allegedly, pays private visits to Jelena Vre, a SOA accredited representative in Washington. He enjoys specific privileges such as installing hand controls in the business Audi although he is not an invalid without legs. The price of that privilege expressed in euros is equivalent to the price of another car.

On Buljević’s request Karamarko appointed Tomislav Milčić as his chief of staff. He is a former POA agent who was supposed to testify in the German process against Krunoslav Prates.

A recent Zagreb SOA Centre chief and Mirko Norac’s friend Milijan Brkić was promoted to the position of SOA home security chief by Karamarko.

Recently, SOA has received general Mladen Markač defense team’s request concerning the appearance of two agency’s employees (Ante Letica and Svibor Kikerec) at the Hague trial as expert witnesses so as to confirm the authenticity of some HIS documents on “Oluja”. Sources close to ICTY assume that the request was dictated by Miroslav eparović, a lawyer who was forbidden by the Hague to represent Markač due to the conflict of interests. eparović was also the head of HIS and knows who did what in that agency.

Karamarko refused the request for Ante Letica’s expert testimony in the Hague because admiral Sveto Letica’s son is currently a coordinator of all SOA centres’ activities. Another reason is the fact that he is the spy loyal to Josip Perković, alpha and omega of all Croatian spies. Ante Letica began his spy career in the 80s in the Split UDBA where his superiors were Ladislav Pivčević, current chief of the Council for National Security office and Stipe Perković, Josip Perković’s retired brother

He was serving in Zagreb when there was the change of power. Zagreb SZUP operatives arrested him in Zrinjevac in 1991 when he removed certain UDBA documents from the SZUP headquarters without authorization. It was his intention to hand them over to Branko Traivuk, one of KOS “Labradors”. Darko Starčević and Darko Domiljanović, who were managing the operation of catching “Labradors” on behalf of SZUP, were disappointed when Ante Letica, owing to Josip Perković, uak’s main SIS operative, was freed and immediately employed in MUP.

Just after that, according to Dobroslav Paraga, Ante Letica, on behalf of MUP, had sent the communication saying that the HSP vice-president died. It was an hour before the assassination of Ante Paradik. It perfectly fits into a testimony claiming that Josip Perković, Zoran Udiljak and Kreo Bralić, fully equipped, had left SIS half an hour prior to Paradik’s murder and drove off to the future crime site. Individuals, who are willing to give their testimonies about that to the state prosecution as soon as Mladen Bajić and Dragan Novosel are removed from the office, say there is no doubt that Perković and Letica acted in co-ordination in the Paradik case. However, Letica, due to his proved cowardice and fear, released the communication “that the Paradik case is put ad acta” too early.

In order for Letica, who is not known to be a particularly bright spy, not to discredit himself in the Hague, Karamarko decided that Svibor Kikerec should give the testimony to the Hague prosecutors. He was a former assistant in HIS, accredited OA representative in Moscow while today, he is Boo Kovačević deputy minister, in the rank of a minister counsellor.

Karamarko does not care that in he jeopardizes the functioning of the Croatian diplomacy, especially in such a sensitive place as Russia. What matters is Letica not compromising his firm and the spy Daddy Josip Perković. Moreover, Karamarko does not know anything about international rules of the spy profession. That is how he removed an employee from an office of the head of the SOA sector for co-operation with foreign services. The employee expressed negatively about the fact that SOA passed certain confidential information it got from the French service to the Russian service, despite the international spy rule Third party which forbids sending obtained information to the third parties. Due to insisting on respecting international norms, the chief of co-on was transferred to a less important and significantly less paid position in the Zagreb SOA Centre.

Karamarko also organized a special department for the protection of the director, consisting of 15 men. For their chief, he appointed certain 45-year-old-built-up-with-grey-hair Samir Ćuskić. It would be no wonder if he turns out to belong to the Zijad Mahmuljin Udovičić numbed team. The latter has been employed in SOA by Karamarko to work on our elite spies’ special skills.

Let me paraphrase comrade Tito: We needn’t worry for the future of Croatia with such spies!

Consequently, I was arrested by the police on October 17, 2007. That is nothing but a doubt used to divert attention from the fact that I only mentioned the SOA employees identity in the context of articles on nepotism and corruption in the process of reorganization of the security-intelligence system and the personnel policy of Tomislav Karamarko, the SOA director.

Un journaliste vient d’tre arrt en Croatie.

Voici l’information que j’ai trouv ce matin (18-10-07) sur le site du “Jutarnji list”.

Peratovic a t arrt pour avoir rvl un secret officiel

Zagreb – L’ancien journaliste du Vjesnik, et actuellement jounaliste indpendant, Zeljko Peratovic, a t arrt hier Zagreb pour tre souponn d’avoir rvl un secret officiel – a confirm le MUP.*

Pour l’instant, il n’est pas trs clair de quel secret il s’agit. Mardi, la police avait demand et obtenu auprs du Tribunal de grande instance un ordre secret pour fouiller l’appartement de Peratovic. Depuis ils l’ont amen un entretien criminel et ce faisant son ordinateur personnel a t confisqu.

Plus tard dans l’aprs-midi, il a t confirm de la part de la police que Peratovic a t formellement arrt, mais sans qu’il y ait eu d’informations officielles sur les raisons de son arrestation. On a fait savoir qu’aprs son entretien criminel il a t accompagn au Centre d’investigation du tribunal de grande instance Zagreb.

Peratovic a publi une grande partie de ses textes sur son propre blog. Il y a crit entre autre au sujet de Fatima Skula**, une femme tmoin sur les crimes de guerre dans la rgion de Gospic, qui avait parl dans ce contexte du vice-prsident du Parlement, Darko Milinovic. Sur son blog, il s’tait galement trs souvent rfr de faon critique aux services secrets croates.

Fatima Skula

Fatima Skula est une femme ayant port des accusations de crimes de guerre avant de se rtracter.

Voici un article qui avait t publi il y a quelques jours sur le site “net.hr” propos de cette affaire.

Fatima Skula, la secrtaire de Tihomir Oreskovic, le chef du Quartier gnral Gospic en 1991, affirme avoir donn sous le chantage et la menace de liquidation la dclaration ayant t divulgue sur You Tube.

S’agissant de l’information divulgue sur le site o elle affirme que Darko Milinovic, l’actuel prsident du Parlement, l’poque mdecin Gospic, avait amen dans un vhicule sanitaire les victimes de crimes de guerre*, elle a dclar qu’elle avait t force de donner une telle dclaration.

Sur You Tube est divulgu un film dans lequel elle accuse Milinovic pour les crimes Gospic, et l’auteur affirme qu’il s’agit du tmoignage de Fatima Skula, l’ancienne secrtaire de Tihomir Oreskovic, le chef du quartier gnral Gospic qui a t condamn 15 annes de prison pour crimes de guerre.

Je rfute fermement la dclaration que Milinovic aurait soi-disant transport les victimes de crimes de guerre, car elle a t donne sous la contrainte et la menace d’limination physique de moi et de mes enfants”, a dclar Skula aux journalistes Gospic.

Des hommes inconnus en tenue de camouflage taient venus chez moi, m’avaient emmene dans une direction inconnue dans une maison prive et m’avaient force donner cette dclaration, et ils m’avaient dit ce que je dois raconter”, a dclar Skula sans prciser quand cela s’tait pass.

“Ce n’est pas une histoire de ma tte, c’est une histoire des cerveaux d’autrui. Je suis venue dire que dans toute l’histoire il n’y a pas de vrit, je m’excuse non seulement envers le Dr Milinovic, mais aussi envers les autres qui sont mentionns dans cette histoire fabrique”, a dclar Skula.

Elle a ajout avoir t scandalise lorsqu’elle a reu un appel d’un parti politique (qu’elle n’a pas rvl) sur l’offre d’une protection personnelle, tant donn, comme elle a dit, qu’elle croit en l’tat croate.

Je crois que je suis protge et qu’aucun danger ne me menace, a dclar Skula en refusant de rpondre aux questions des journalistes.

Le vice-prsident du Parlement, Milinovic, qui se trouvait Gospic au vernissage de l’expostion “L’Automne dans la Lika”, a dclar aux journalistes qu’il avait vu pour la dernire fois Fatima Skula en 1998, lorsqu’il l’avait fait accoucher de sa fille.

Il n’avait jamais plus rencontr Fatima depuis lors, pas mme en 2004, lorsqu’on avait essay, a-t-il dit, “de le placer dans le contexte de criminel de guerre”.

Les accusations sur le compte de Milinovic avaient t publies dans le Feral en 2004.

Comme il l’a dclar Gospic, cette histoire est nouveau lance au moment de la campagne lectorale.

“Je veux dire aujourd’hui que je suis fier, et il me semble que je l’ai fait, d’avoir sauv la vie de madame Fatima Skula et de ses enfants, puisque des hommes en uniforme avaient voulu menacer sa vie”, a dclar Milinovic.

Il a demand au Parquet que soit enfin clairci l’assassinat de Milan Levar**, car “Dieu soit lou que durant ces quatre ans ne soit arriv quelque chose Fatima Skula, depuis que le titre dans le Feral a t publi ce propos, probablement Darko Milinovic aurait-il t celui qui a incit de tels actes”.

Il a ajout qu’il est galement fier de son rle dans la Guerre patriotique, tandis que ceux qui aujourd’hui s’occupent d’activits aussi dtestables, aujourd’hui ne dorment pas en paix, a conclu Darko Milinovic la confrence pour les journalistes Gospic.

** Milan Levar est un croate de la ville de Gospic qui avait rvl en 1998 aux enquteurs du TPIY des crimes commis par des soldats croates sur des civils serbes Gospic en 1991. Il tait considr comme un tmoin potentiel de l’accusation. Il avait galement ensuite donn des interviews la presse croate o il portait des accusations contre les gnraux de l’arme croate Mirko Norac et Tihomir Oreskovic, ainsi que contre des politiciens de haut rang qu’il accusait d’avoir couvert les exactions. Milan Levar a t tu dans un attentat la bombe sur sa voiture dans sa ville natale de Gospic en aot 2002. Aucune poursuite n’a t lance dans cette affaire.

Le journaliste dont je vous parlais hier a t relch.

Reporters sans frontires a condamn son arrestation. Je vous livre une partie de leur communiqu trouv sur internet, celle qui prsente ce journaliste.

Mais avant cela je signale un dtail prvisible mais qui a son importance, savoir que ds aujourd’hui la presse croate ne s’intresse plus cette affaire.

Le journaliste a notamment travaill pour diffrents quotidiens dont le dernier en date est Vjesnik. Ses enqutes sur les crimes de guerre lui ont valu de graves difficults. Il a perdu son emploi, a t agress et il est considr comme un tratre par une partie de la population qui refuse l’ide mme que des crimes aient pu tre commis par des Croates pendant la guerre.

En 2003, il a reu le prix de la libert de la presse de la section autrichienne de Reporters sans frontires. En 2005, il avait contact l’organisation pour lui faire part de la surveillance renforce dont il faisait l’objet.

Un article paru hier sur le site du “dnevnik.hr”. A ce moment, Peratovic avait dj t relch.

Peratovic au Thme du jour de Nova TV a affirm que la police avait confisqu les documents qu’il avait rassembls pendant 15 annes et qu’il avaient publis dans les journaux o il a travaill.

Il ne croit pas que les documents qui ont t effacs de son blog sur Blog.hr sont la vraie raison des poursuites politiques. “Ces documents sur le blog s’y trouvent depuis six mois dj. Ils avaient t publis par Nacional, Novi list en partie, et mme Petrac [1] les avait utiliss dans sa dfense. Je ne vois pas que la police frappe la porte d’Ivo Pukanic [2] pour cette raison”, a-t-il dclar.

Le journaliste-blogueur suppose que la direction du SOA [3] est nerveuse en raison des textes dans lesquels il se prononce de faon critique sur la politique de cadres de cette agence.

Rappelons que le journaliste Zeljko Peratovic avait t arrt hier soir en raison du soupon qu’il avait rvl un secret d’tat. La police avait emport de chez lui, sur ordre judiciaire, environ 1.000 crits et trois ordinateurs. Aujourd’hui, autour de 16 heures, la police est galement venue Nova TV o elle a demand que deux documents diffuss soient supprims du blog de Peratovic.

Il y a quelques temps Peratovic avait accus l’tat et il avait prsent les documents ce sujet tous les services comptents.

J’avais prsent ces documents au comit du Parlement pour la politique interne et la scurit nationale, je les avais envoys tous les membres du comit du parlement. Hier soir la police m’a prsent ces mails que j’avais envoys il y a dj deux ans. Ils possdent par enregistrement tous mes appels par mail, sortant et entrant, en remontant jusqu’ trois ans, ils ont ouvert mon post”, affirme Peratovic, et aussi que la police l’a suivi ces dernires annes, d’aprs ce qu’il avait appris, mais qu’il lui tait difficile de le prouver.

Tous les documents qui m’ont t envoys ces derniers temps, je les ai reus d’une adresse e-mail anonyme.

A la question si le motif de son arrestation est d’avoir crit sur l’enregistrement vido de Fatima Skula, Peratovic dit qu’il ne le pense pas mais qu’il ne peut pas le confirmer.

Ils m’ont signal tre l’auteur de cet enregistrement, pour l’avoir distribu, j’ai dmenti tout cela et j’ai dclar avoir men un entretien avec cette personne, aprs qu’elle eut t battue, et je l’avais publi il y a dj sept ans.

Peratovic a dclar ne pas savoir exactement de quoi la police l’accuse, comment il se fait qu’une procdure est mene son encontre, et que chacune de ses dclarations en ce moment peut tre utilise contre lui.

Sur le blog, sur Blog.hr servis, Peratovic a publi plusieurs affaires dlicates de sorte qu’il est difficile de prciser ce qui a induit l’action de son arrestation.

“J’ai remarqu sur l’ordre que la police a reu du Parquet que le directeur du SOA avait demand il y a un mois une acclration du procs mon encontre, c’est pourquoi je peux conclure que les SOAs [sic] taient trs nerveux en raison de mes crits, je ne crois pas [que ce soit] cause des documents en raison desquels on m’accuse formellement, mais cause de mes critiques rptes sur l’embauche non transparente au SOA”, affirme Peratovic.

Peratovic dit que les informations qu’il a publies, selon lesquelles les services de scurit ont engag des employs qui n’ont pas pu passer le test de la sret ainsi que des footballeurs, n’ont jamais t dmenties.

La police criminelle de l’Administration policire de Zagreb, avec un ordre pour saisir les pices mobiles, a “visit” les locaux de Nova TV, dans lesquels se trouve le bureau de Blog.hr, afin de supprimer les documents secrets sur le blog de Peratovic.

La police a effac deux textes du blog, dans l’un est publi un document avec des propositions des services secrets britannique [adresses] au POA [4] pour briser le rseau Gotovina et sur ce qu’ils entreprennent dans le cas Petrac, or ce document a galement t publi dans d’autres mdias.

Peratovic affirme que sa fille et son pouse devaient partir en voyage la semaine prochaine et que cela aurait t moins cuisant si la police tait venue alors. Hier se trouvaient dans son appartement, sa belle-mre, son pouse et sa fille en bas ge.

“Ils ont voulu m’intimider en faisant pression sur la famille au moment o le parlement ne sige pas, ce qui fait que le comit comptent ne peut pas ragir. Ils se sont lgrement fourrs le doigt dans l’oeil”.

“Leur timing tait erron. Ils n’ont pas compt que la campagne lectorale est en cours et que les partis allaient prendre leurs distances sur une rpression de ce genre. De la sorte ils m’ont rendu service”, a dclar Peratovic, en prenant part l’mission Le Thme d’aujourd’hui de Nova TV.

Aujourd’hui arrive un soutien de toutes parts Peratovic, et galement des partis politiques mais il n’en sait rien.

“Mon portable est encore la police, et je ne sais donc pas qui m’apporte un soutien”.

L’arrestation de Peratovic : “Si le

coup est mont, quelqu’un rpondra”

Zagreb – Dubrovnik - Le Premier ministre Sanader a affirm aujourd’hui Cavtat que pour lui le cas du journaliste Zeljko Peratovic, qui a t arrt pour avoir prtendument livr des secrets d’tat, est termin.

Je ne sais pas qui a fait quoi, mais je sais une chose – nous sommes contre un tel mauvais traitement des journalistes, parce que je suis absolument pour la libert des mdias et cela nous l’avons montr durant ces quatre annes. Si quelqu’un a mont le coup, tant donn la campagne prlectorale, celui-l sera sanctionn. Est-ce Dundovic (le chef remplac de la police criminelle, note du journaliste) ou quelqu’un d’autre, c’est ce que nous verrons. La libert des mdias n’a pas de prix, elle est le pralable de la dmocratie et il en sera ainsi, a dclar Sanader avant l’inauguration officielle des canalisations de Cavtat.

Le prsident Stjepan Mesic a lui aussi soulign aujourd’hui que la libert des mdias est la base de la dmocratie et qu’il s’engagera toujours pour la libert de la parole publique, laquelle inclut galement la responsabilit. Il a ajout qu’il n’est pas au courant des dtails de l’arrestation du journaliste Zeljko Peratovic et donc qu’il “ne peut pas juger de sa lgitimit”.

Aprs avoir t arrt jeudi, et avoir termin vendredi soir l’hpital pour s’tre trouv mal suite l’interrogatoire policier durant toute la journe, le journaliste indpendant Zeljko Peratovic ne s’est pas trouv aujourd’hui la police. Son avocat Kresimir Skarica nous a dit cet aprs-midi que le MUP [1] les avait informs que la fouille de ses affaires tait termine. Skarica s’est nanmoins tonn d’une telle dcision du MUP.

Pour moi ce n’est pas logique qu’ils aient termin la fouille tant donn que pas mal d’affaires de Peratovic qui lui ont t prises n’ont pas t examines – affirme Skarica. Lors de la fouille, explique Skarica, doivent tre prsents soit Peratovic soit lui en qualit de son avocat.

Rappelons que Peratovic avait t arrt mercredi pour tre souponn d’avoir livr des secrets d’tat, et la police s’tait particulirement intresse au document du POA [2] datant de 2003, lorsque le directeur tait Franjo Turek, dans lequel sont analyss des crits de journalistes, dont certains de Peratovic, propos du fait que Gotovina [3] avait sjourn en Croatie.

Jeudi Peratovic avait t relax, aprs quoi il avait pass tout le vendredi tre interrog la police criminelle o la fouille de ses affaires avait t effectue. A la fin de la journe il s’tait senti mal – son coeur avait commenc battre, sa bouche tait devenue sche et il avait t pris de vertiges. La police avait appel les Urgences et il avait t amen Rebro, o il avait reu une piqre calmante puis t envoy au EKG [4].

Son avocat dit que les mdecins avaient voulu le garder l’hpital mais que Peratovic avait insist pour qu’ils l’autorisent rentrer chez lui.

Il est maintenant dans le cercle de sa famille et il est calme – nous a dclar Skarica. Etant donn que l’enqute est termine, Skarica explique que le procs verbal s’en va au Parquet qui doit rendre une dcision. Nous saurons tout lundi – a dclar l’avocat.

La liste des objets qui ont t saisis chez Peratovic montre quel point les fonctionnaires de police ont compris avec zle leur devoir. C’est ainsi que les policiers ont emport de l’appartement du journaliste indpendant tout le matriel pour l’ordinateur, y compris le moniteur, le clavier et l’imprimante – par consquent des instruments techniques sur lesquels thoriquement ne peuvent rester inscrites aucunes donnes que ce soit.

Les objets saisis n’ont toujours pas t restitus Peratovic de sorte qu’un des journalistes les plus bnfiques en Croatie, qui s’occupe d’enqutes sur la corruption et la criminalit dans les cercles de l’tat les plus haut placs, est rest sans moyens de travail un mois avant les lections. Peratovic vit encore dans l’incertitude et peut-tre sera-t-il soulev son encontre une accusation, le pire pilogue incluant la possibilit que Peratovic finisse en prison pour trois annes en raison de “rvlation de secret officiel”. Ce mme secret qui avait t publi en avril 2007 mais qui n’avait drang personne jusqu’ la priode prlectorale. Dans l’espoir que l’opinion publique et les institutions comptentes comprennent dans quel danger se trouve la libert de parole en Croatie, nous publions l’ordre de perquisition de l’appartement de Peratovic ainsi que la liste de la documentation et du matriel confisqus. Harassment of Croatian reporter raises concernsEuropean Diary: The men in leather jackets came at 7am in the morning with pistols strapped to their backs. They confiscated four computers, a mobile phone, contact books and hundreds of documents belonging to the Croatian investigative journalist Zeljko Peratovic, writes Jamie Smyth

“They told my four-year-old daughter and my wife not to move and took everything from 15 years of investigative work – documents, cassettes and CDs,” says Peratovic, who spent the night in prison before being released earlier this month. Peratovic was detained on suspicion of disclosing state secrets on his internet blog, in a move demanded by both the head of the secret service and the office of the public prosecutor. His detention, which has taken place ahead of a general election scheduled for November 25th, has prompted public concerns over press freedom in Croatia, a country that wants to join the EU in 2009. The international journalist association Reporters Without Borders strongly condemned the arrest, which it said related to posts on the reporter’s blog.

Peratovic, who received a press freedom prize from the Austrian section of Reporters Without Borders in 2003, is best known for his reporting on the death of Milan Levar, a witness for the International Criminal Tribunal for the Former Yugoslavia. Levar was killed by a car bomb in 2000 in Gospic, a town in southwest Croatia. Since then Peratovic has struggled to persuade mainstream newspapers in Croatia to accept his articles. He also alleges regular harassment by the Croatian secret service. “I think they arrested me for revenge and to try and find out who my informants are in the state services and the media,” Peratovic told The Irish Times. “The secret service has been bugging my phone, opening letters and following me because of my work, which has revealed links between top politicians and crimes in the 1990s.”

The reaction to the arrest from the public and from journalism associations has prompted Croatian prime minister Ivo Sanader to order an inquiry into the affair. It has also raised fears that Croatia’s past could re-emerge to damage its EU prospects. State harassment of journalists was common during the 1990s when Croatia was ruled with an iron grip by authoritarian president Franjo Tudjman. But in recent years the government led by Sanader has implemented several legislative reforms meant to guarantee freedom of the press. Indeed, last December the Organisation for Security and Co-operation (OSCE) in Europe ruled that enough progress had been made to enable it to conclude its work on press freedom.

“Political, but also commercial pressure on media will probably continue in Croatia, yet the mission believes that media institutions and the civil society sector have reached the point where they can assume the watchdog and advisory role,” says the OSCE’s Ljerka Drazenovic. “The fact that reactions from the media, media associations and civil society circles were so prompt and loud [ about Peratovic], tell that public awareness of protecting this democratic value is high. It is per se a good sign, indicating the achieved level of media freedom in Croatia will be preserved.” Under OSCE standards journalists should not be responsible for protecting state secrets or held accountable for publishing classified information. Only the officials who have a specific legal duty to maintain confidentiality may be held liable if they allow disclosures, says Drazenovic.

Just one important law on press freedom remains to be put in place in Croatia – legislation on the state Croatian Radio and Television network. This was put on hold until after the election because of political sensitivities. The government also needs to follow through on plans to set up a media council, says the OSCE. But new laws do not always change practice, and state control over some media is a real issue, says Ivan Butkovic, of the Croatian Association of Radio and Newspapers.

“Big media firms can resist political and commercial pressure, but at a local level there are issues in Croatia. For example 60 per cent of local radio stations are owned by local authorities. This means local politicians wield great influence,” he says. Josip Kregar, dean of the faculty of law at the University of Zagreb, agrees that control over local radio either by local politicians or entrepreneurs often gives them huge sway in local communities. He also highlights the growing commercial pressure on the media exerted by big companies, which can use advertising to control it. But he says the controversy over the arrest of Peratovic probably reflects problems with the Croatian secret service rather than political influence over the media. “There is freedom of the press in Croatia, but the secret service is not yet fully under political control,” says Kregar. “It is not one case with a journalist, but it is about a conspiracy network behind the secret service.” He points out that political oversight of the secret service will be critical when the EU comes to judge Croatia’s readiness to join. Peratovic, who is pledging to continue working as an investigate reporter in Croatia, gives his own assessment of Croatia’s readiness to join the 27-member club.

Investigativer Journalist wird der Preisgabe von Staatsgeheimnissen beschuldigt

Reporter ohne Grenzen sterreich ist in groer Sorge um den kroatischen Journalisten Zeljko Peratovic, der gestern Abend in Kroatien verhaftet wurde. Peratovic wurde 2003 fr seinen investigativen Beitrag zur Aufarbeitung der kroatischen Kriegsverbrechen von ROG sterreich mit dem Press Freedom Award ausgezeichnet.

Wie Peratovics Ehefrau ROG mitteilte, kam es gestern frh zunchst zu einer siebenstndigen Hausdurchsuchung, bei der auch drei Laptops, ein PC und schriftliche Unterlagen des Journalisten beschlagnahmt wurden. Peratovic wird vorgeworfen, in seinem Blog Staatsgeheimnisse preisgegeben zu haben.

Konkret soll es um einen Eintrag gehen, in dem auf eine fr heute Abend (18.10., 20:10 h) geplante Sendung des kroatischen Staatsfernsehens namens “Brisani Prostor” hingewiesen wird. In der Sendung soll ein Interview mit Fatima Skula gezeigt werden, die als Zeugin des Internationalen Kriegsverbechertribunals in Den Haag ber Kriegsverbrechen an Serben in der norddalmatischen Kleinstadtz Gospic berichtet hatte. Peratovic schreibt in seinem Eintrag: Diese Sendung enthlt authentische Aussagen ber die Ereignisse in Gospic. Hauptverdchtige sind der verstorbene Verteidigungsminister Gojko Susak und der der HDZ-Sopitzenkandidat fr die kroatischen Parlamentswahlen am 25. November, Ex-Vizeprsident Darko Milinovic (HDZ).

Was von dem gesamten Gesprch auch ausgestrahlt wird, werden wir am Donnerstag Abend wissen. Nach der Durchsuchung wurde Peratovic auf die Polizeiwache mitgenommen, wo er sechs Stunden lang in einem informellen Gesprch befragt wurde. Der Journalist wartet nun auf die Einvernahme durch den Staatsanwalt, der entscheidet, ob Peratovic bis zu einem mglichen Gerichtsverfahren weiter in U-Haft bleiben muss. Die Hchststrafe fr den Verrat von Staatsgeheimnissen betrgt drei Jahre Haft. Der 1966 geborene Journalist hatte bereits in den 90er-Jahren in den Wochenzeitungen Nacional und Globus ber die Kriegsverbrechen in Gospic berichtet – zu einer Zeit, als 80 % der Kroaten der Meinung waren, dass die eigene Seite keinerlei Kriegsverbrechen begangen htte.

Peratovic war auch selbst Zeuge des Internationalen Kriegsverbrechertribunals fr das ehemalige Jugoslawien. Einer seiner Informanten, ein Augenzeuge der Verbrechen und ebenfalls Zeuge des Tribunals, wurde spter ermordet. Peratovic wurde wegen seiner Artikel immer wieder des nationalen Verrats bezichtigt. 2003 wurde er von Extremisten bedroht und belstigt, einmal wurde er auf offener Strae von einem nicht verurteilten Kriegsverbrecher krperlich attackiert. Seine Frau und seine kleine Tochter zogen daraufhin aus Sicherheitsgrnden in die Schweiz. Von seinem Arbeitgeber, der kroatischen Zeitung Vjesnik, wurde Peratovic im August 2005 fristlos entlassen. Offiziell wurde dieser Schritt damit begrndet, dass er ein Interview fr die Wochenzeitschrift Feral Tribune gemacht und verffentlicht hatte, wozu er seinem Vertrag gem nicht berechtigt war.

Peratovic zog daraufhin zu seiner Familie in die Schweiz. Zu der gestrigen Verhaftung kam es im Zuge einer Kroatien-Reise der Familie. Peratovic hatte sich schon im Dezember 2006 an Reporter ohne Grenzen gewandt und dargelegt, dass er sich durch den kroatischen Geheimdienst verfolgt fhle und guten Grund zur Annahme habe, dass sein Telefon abgehrt werde. Erst am 8. Oktober hatte er erneut in seinem Blog gepostet, dass er jngsten Informationen zufolge wieder verstrkt durch den kroatischen Geheimdienst berwacht wird.

Giornalismo croato ancora sotto attacco

Il recente arresto del giornalista Zeljko Peratovic, sospettato di aver scoperto presunti segreti di stato poi pubblicati sul suo blog, ha riportato allattenzione la libertŕ di stampa in Croazia.

Dura la reazione dellOrdine dei giornalisti croati In Croazia larresto del giornalista indipendente Zeljko Peratovic, sospettato di aver scoperto presunti segreti di stato poi pubblicati sul suo blog, ha scatenato ormai da giorni una bufera che non accenna a placarsi. Questo avvenimento inammissibile tale e stato definito larresto del giornalista dal Comitato di Helsinki croato per i diritti umani nella dichiarazione pubblica del 23 ottobre – ha di nuovo messo in primo piano la questione della libertŕ dei media croati, che fino alla fine del 1999, durante il governo dellex presidente croato Franjo Tudjman, sempre stata sotto seria minaccia.

Peratovic, ex giornalista del settimanale politico Globus e poi del quotidiano Vjesnik, oggi giornale filo-governativo, stato arrestato mercoledě scorso, dopo che la polizia con mandato di perquisizione del suo appartamento gli ha chiesto la consegna dei computer, dei cd e dellarchivio. Nel pomeriggio dello stesso giorno, la polizia ha fatto irruzione anche nei locali di TV Nova, una delle tre televisioni croate con la licenza nazionale, chiedendo che i tecnici dei computer cancellassero dal blog di Peratovic i due contenuti in questione. Questo perch TV Nova proprietaria del server sul quale Peratovic aveva il suo blog. Quando giovedě scorso, dopo linterrogatorio, la polizia lo ha rilasciato, Peratovic ha dichiarato che non gli chiaro di quali presunti segreti statali si tratti. Uno dei documentati pubblicati sul suo blog 45 lines si riferiva al pedinamento della polizia, di cui stato oggetto insieme ad altri cinque giornalisti a causa dei testi su Ante Gotovina, il generale accusato dallAja per crimini di guerra e al tempo latitante. Gli altri due documenti sui contatti dei servizi segreti britannici con i servizi segreti croati non ha fatto che prenderli dai testi giŕ pubblicati dal settimanale Nacional e dal Hrvatski list. Questi documenti sono stati pubblicati sui giornali e io li ho soltanto presi e pubblicati sul mio blog, ha detto Peratovic.

Peratovic si occupava dindagini scottanti, il giornalista che ha scritto in modo piů dettagliato su Milan Levar, il testimone dellAja assassinato nel 2000. Levar aveva detto ai media quello che sapeva sul conto del generale Mirko Norac (sotto processo a Zagabria insieme al generale Rahim Ademi per crimini di guerra commessi nelloperazione Sacca di Medak) coinvolto nei crimini di Gospic, per i quali e stato condannato a 12 anni di carcere dal Tribunale distrettuale di Rijeka. Levar stato ucciso in modo misterioso da una bomba davanti alla sua casa di Gospic il suo assassino non mai stato identificato.

Peratovic si occupato anche dei temi della criminalita organizzata e spesso era in contatto anche con informatori del sottobosco croato. Temi dei suoi articoli sono stati il presidente Stjepan Mesic, il premier Ivo Sanader e il capo dei servizi segreti croati Tomislav Karamarko

Peratovic di recente ha pubblicato sul suo blog anche la testimonianza di una tale Fatima Skula che accusa pesantemente il vicepresidente del Parlamento croato Darko Milinovic (membro del partito di governo del premier Sanader, Unione democratica croata, HDZ) perch coinvolto nei crimini di guerra di Gospic.

Larresto di Peratovic presto diventato oggetto della campagna elettorale che, a fronte delle elezioni parlamentari in Croazia, fissate per il 25 novembre, si giŕ infiammata alla grande. Dal Partito socialdemocratico (SDP) allopposizione, che i sondaggi prevedono vincitore delle prossime elezioni, giunta la seguente dichiarazione: Di nuovo gli organi giudiziari, come alla fine degli anni novanta, si sono gettati contro i giornalisti invece di indirizzare la loro attivitŕ verso quelli che dallinterno degli organi statali consegnano i dati classificati ai giornalisti. Il mio punto di vista noto e lo ripeterň di nuovo: io sono per una totale libertŕ dei media e, per quanto riguarda me e il mio governo, non possono esserci restrizioni di alcun tipo. Ovviamente la libertŕ dei media e la libertŕ in generale includono anche la responsabilitŕ di ciň che viene detto e scritto. Nessuno puň prescindere da questa responsabilitŕ, n i politici, n i giornalisti, n nessuno altro, ma io sto sempre dalla parte dei giornalisti, ha detto Sanader promettendo unindagine con la quale si accerterŕ in che modo si e giunti allarresto del giornalista. Lui [Sanader] e per la liberta dei media ma ama arrestare i giornalisti e a questi arresti e al maltrattamento partecipa anche il ministero diretto dal suo ministro (degli Affari Interni, Ivica Kirin), ha replicato a Sanader il capo del SDP, Zoran Milanovic. LOrdine dei giornalisti croati ha reagito in modo severo allarresto del loro membro, valutando questo gesto come un drastico esempio di minaccia alle libertŕ giornalistiche in Croazia e come unimmemorabile pressione contro la liberta dei media e dei giornalisti. Se sono stati minacciati dei segreti di stato, allora gli inquirenti dovrebbero occuparsi delle persone che passano i segreti e non dei giornalisti che li pubblicano, fa sapere lOrdine dei giornalisti croati.

Leditorialista dello Jutarnji list di Zagabria, Davor Butkovic afferma che larresto di Peratovic sia stato un errore madornale e aggiunge che una cosa del genere non accadeva nemmeno al tempo del presidente Franjo Tudjman, noto per il suo modo autoritario di governare e per il suo continuo conflitto con i giornalisti. Lo Stato non deve arrestare i giornalisti a causa della loro attivita professionale, dunque nemmeno per la pubblicazione dei segreti di stato, dice Butkovic.

Secondo il comunicato di Freedom House, che valuta lo stato di liberta dei media nel mondo, la Croazia lanno scorso era al 87-imo posto insieme al Brasile, Timor Est e il Perů. Gli analisti avvertono che larresto dei giornalisti, come nel caso di Zeljko Peratovic, non contribuira di certo al miglioramento della gia bassa valutazione della Croazia ottenuta questanno.

Есть два верных способа обезвредить журналиста. Первый – испортить ему репутацию, второй – создать вокруг него обстановку, в которой он не сможет общаться со своими источниками. Против хорватского журналиста Желько Ператовича местные спецслужбы использовали оба метода. Желько и шестерых его коллег обвинили в том, что они по заданию британской разведки МИ6 распространяли ложную информацию о местонахождении военного преступника генерала Готовины, разыскиваемого Гаагским трибуналом. Желько оказался в патовой ситуации. Во-первых, мало кому понравится побывать в шкуре шпиона; во-вторых, он чуть не лишился своей работы в правительственной газете “Вестник“.

1 марта 2004 года Франьо Турек, бывший тогда директором хорватской контрразведки (POA), представил хорватскому правительству данные о семерых журналистах, которые попали под наблюдение его службы. Кроме Желько Ператовича, Турек назвал имена Ивича Джикича, Бориса Павелича, Гордaна Малича, Давора Бутковича, Марио Каваина и Иванка Тома. По сведениям шефа контрразведки, все эти люди в своих публикациях распространяли дезинформацию о местонахождении Готовины.

Генерал Анте Готовина значится третьим номером в списке преступников, разыскиваемых Гаагским трибуналом по Югославии. Его обвиняют в организации убийства 150 сербов, а также в изгнании 150 тысяч мирных жителей во время войны. И хотя США объявили за его голову награду 5 млн. долларов, арестовать Готовину до сих пор не удается. Может быть, потому, что Готовине симпатизируют и многие граждане, и некоторые политики.

Однако поимка Готовины стала важным условием вступления Хорватии в Евросоюз. Поэтому охота за генералом превратилась в главное событие хорватской политической жизни. Неуловимый Готовина не сходит с первых полос местных газет.

Главной сенсацией стало интервью Готовины еженедельнику “Национал” в июне 2003 года. Интервью вызвало такой резонанс, что президент Степан Месич публично предложил генералу сделку: Готовина приходит к нему в кабинет и дает показания членам Гаагского трибунала, а президент гарантирует ему личную безопасность.

Сделка так и не состоялась. Крайними оказались журналисты, которые пришли к выводу: Готовина встречался с главным редактором еженедельника в Загребе, а к организации этой встречи причастны спецслужбы. Такие публикации сильно вредили имиджу хорватских властей, регулярно уверявших Евросоюз, что делают все возможное для ареста Готовины.

Но одним лишь наездом на журналистов власть не ограничилась. В июле 2004 года тот же “Национал” разразился новой сенсацией. Он опубликовал имена четырех сотрудников британского посольства и назвал их шпионами. Еженедельник утверждал, что премьер-министр Хорватии Иво Санадер разрешил англичанам под предлогом скорейшей поимки Готовины проводить секретные операции. Статья раскрывала целый антигосударственный заговор – оказывается, МИ6, действуя через завербованных журналистов, организовала целую сеть осведомителей и прослушивала граждан Хорватии, среди которых были и политики.

В августе обнаружилось, что на сайте НАТО расшифрованные хорватским еженедельником британцы значатся в качестве сотрудников разведки. Представители британских спецслужб сразу же заявили, что ошибка НАТО создала угрозу жизни секретных агентов. Это был, пожалуй, первый случай, когда принадлежность к разведке была официально подтверждена. После этого один из лидеров британской оппозиционной Консервативной партии даже заявил: “С такими друзьями нам не нужны враги”.

В результате угроза для журналистов стала еще более реальной. В январе американские газеты (например, The Washington Times) писали о работе Желько Ператовича и его коллег на МИ6 как о доказанном факте. Сейчас в скандал оказались замешаны не только журналисты, но и сам президент Хорватии.

Буквально на днях Желько добился начала парламентского расследования действий контрразведки против журналистов.

Охота на журналистов

Желько ПЕРАТОВИЧ сам вышел на корреспондентов “МН” и ответил на наши вопросы:

- Почему группа журналистов стала мишенью контрразведки?

- Политические причины заключаются в том, что президент Степан Месич, который имеет прямой контроль над POA, в 2003 году оказался лично замешан в скандал с генералом Готовиной. После июньского интервью еженедельнику “НационалМесич призвал Готовину дать показания членам Гаагского трибунала. Готовина через “Национал” передал согласие. Но идея провалилась: прокурор Гаагского трибунала был против предоставления Готовине гарантий безопасности. Спустя неделю “Национал” по указке президентского советника Багича и Турека начал расследовать деятельность британского посольства в Загребе…

Если бы Месичу удалось уговорить Готовину сдаться и одновременно защитить его свободу, большинство правых избирателей Хорватии, для которых Готовина – кумир, голосовали бы за Месича. Журналисты, обвиненные в работе на МИ6, писали о ситуации вокруг генерала Готовины, о роли президента, шефа контрразведки и прочего во всей этой истории.

- Какие последствия имели эти обвинения?

- Меня не уволили из “Вестника“, но из-за произошедшего я больше не мог писать о генерале Готовине и вести расследования, связанные с руководством хорватских спецслужб. Люди, близкие к Готовине, угрожали мне избиением, а редакция газеты обвиняла меня в публикации непроверенной информации. Если бы их подозрения подтвердились, то моя карьера завершилась бы плохо. Но мне удалось опровергнуть все обвинения. Мои коллеги не подверглись такому давлению: они работали в
частных газетах. Но они также были вынуждены приостановить свои расследования по Готовине.

- Какие доказательства шпионажа представил шеф контрразведки РОА Франьо Турек?

- POA предоставила фотографии моего знакомого Драгутина Франчисковича, когда он встречался с членами Гаагского трибунала по военным преступлениям в Вуковаре (вовсе не по поводу Готовины). Затем POA получила распечатки моих телефонных звонков Франчисковичу, что доказывало факт нашего знакомства. Таким же образом они доказали, что Франчискович связывался с бывшим директором полиции Ранко Остоджичем. Первым лицам государства Турек представил то, что Франчискович общался с членами Гаагского трибунала, Ранко Остоджичем и со мной, а Ранко Остоджич, в свою очередь, общался с агентом МИ6. На основании этого он сделал вывод, что мой текст в “Вестнике” о генерале Готовине – дезинформация, которую я получил от МИ6 через Остоджича и Франчисковича. Хотя на самом деле такой связи не было. И информацию об убежище генерала Готовины я получил из нескольких независимых источников, а не от членов Гаагского трибунала или Ранко Остоджича.

- Если вас обвинил сам шеф контрразведки, то почему вы на свободе?

- Если бы Франьо Турек имел реальные доказательства наших связей с иностранными спецслужбами, он бы возбудил уголовное преследование против нас. Однако в Хорватии до сего времени вообще было только одно шпионское дело – против граждан Хорватии, которых в 1991 году обвиняли в работе на контрразведку Югославской армии. Их так и не судили, а потом обменяли на пленных хорватов. Новое хорватское государство не приняло закон о люстрации против агентов югославской полиции. В начале войны многие из тех, кто ранее сотрудничал со Службой государственной безопасности, и те, кто ранее сотрудничал с иностранными спецслужбами (ЦРУ, БНД, MИ6), были приняты президентом Туджманом на службу. В результате все обвинения звучали полуофициально, как в нашем случае. Тем не менее они создают огромные проблемы в работе и в жизни.

- Почему обвинили в пособничестве МИ6, а не, cкажем, ЦРУ?

- Британцы больше всех возмущались тем, что Хорватия плохо сотрудничает с Гаагским трибуналом в случае с Готовиной. Вот почему мишенью стала МИ6. Кроме того, именно британцы выдвигали поимку Готовины в качестве условия вступления Хорватии в Евросоюз и настаивали на том, что некоторые люди из правительства помогают ему скрываться. Факты таковы, что Британия на Балканах гораздо больше, чем Германия, Франция или США, вовлечена в мирное урегулирование: она предоставляет странам бывшей Югославии помощь в обучении полиции. Но все это происходит по межгосударственным соглашениям, а не так, как это выглядит в обвинениях Франьо Турека.

Dinner at Mesic’s place the twilight of Croatian journalism

(on croatian: Večera kod Mesića – sumrak hrvatskog novinarstva)

Modern twilight of Croatian political journalism has started on dinner at President Stjepan Mesic, his controverse councelor Budimir Loncar, the publisher of Nacional, Ivo Pukanic, coowner of EPH, Ninoslav Pavic and directora of WAZ Bodo Hombach and Srdjan Kerim, about which public found out for the first time in comments in Dear Blog in my basic 45 Lines.

I continued with research of the event in posts: WAZ vs. Krone via EPH, UPRH, NCL, Ivo Pukanic doesn’t deny the meeting with representatives of WAZ and EPH in Office of President of Croatia, Open letter to President of Union of Croatian journalists: Blog iz equal to other media.

Except at Pukanic, I was checking at Ninoslav Pavic, Stipe Oreskovic, Bodo Hombach, Boris Sprem, Budimir Loncar, Maja Razovic… Nobody wanted to give a comment. Than Pukanic openly confessed: Ivo Pukanic once more confirmed the dinner with Pavic, Mesic and Hombach. Later also Mesic confirmed the same, and last Sunday at show of Aleksandar Stankovic, President denied it was about his interfering in freedom of media. He explained that he in all that story found himself on initiative of Bodo Hombach in order to Ivo Pukanic and Ninoslav Pavic settle their dispute.

Hombach’s motive, of cours, doesn’t have anything with freedom of media in Croatia. His interest was to Ivo Pukanic stop in Austrian media with accusations that WAZ in Croatia started to cooperate with mobsters from EPH, because those Pukanic’s accusations could financialy damage WAZ dismissal of contract with Krone.

And the motive of President Stjepan Mesic and Ivo Pukanic started to appear after meeting Pavic-Pukanic, in September this year, about what reported anonymous commenter in 45 lines:

Buddy, yesterday in colourful restaurant Medvednica, at Rodjo’s, for three hours and twenty minutes nicely treated Ninoslav Pavic and Ivo Pukanic Puki, who was also the host of the meal. What were they talking about, we will inform you soon…

Ah, probably, Puki gave to Ninek message from Remetinec, like: don’t crap too much man, because Hrvoje said that your car will explode again, but not empty, but with your family. Now for confirmation is needed to track closely EPH’s media covering of Petrac case.

After lunch in restaurant Medvednica it becomes clear what conditions of deal, which was blessed by President Mesic, should fulfill WAZ and EPH. Trial of Hrvoje Petrac, who was for years the most attacked exactly in issues of EPH, was weakly researched by Pavic-Hombach’s journalists. The only exception are Davor Butkovic and Gordan Malic, who also extremely lightly remind on earlier suspicious connected with Petrac.

Modern twilight of Croatian journalism appears clear to everyone who doesn’t close his eyes. In issues of EPH no more are questioned Petrac’s mob businesses, his financial connections with President Stjepan Mesic and publisher Ivo Pukanic. It is ironic that public source of informations about connection of Hrvoje Petrac with Ivo Pukanic and Mesic’s Office, former chief of police, Ranko Ostojic, today employed in EPH as a member of board of managers of Slobodna Dalmacija.

Without any critics are released statements of President Stjepan Mesic, who process of Hrvoje Petrac transfers in public lynch of the damaged (his son was kidnapped) Vladimir Zagorac.

Not only journalists of EPH, but nobody in Croatian mainstream media, doesn’t comment following topics: Synchronised Petrac and Mesic, President Mesic against journalists hierlings, President Mesic lies about emigrant money and Racan, also as Mesic, doesn’t say the truth about emigrant money.

What is the most tragic, all blogs are behaving about these questions as mainstream media do. No one bloger, except few nicks of commenters on my blog, doesn’t deal critical with the trial of Hrvoje Petrac for kidnapping minor son of Tomislav Zagorac.

Instead of conclusion:Trio fantasticus

It is understandible to me the behaving of mainstream journalists. They don’t want to resent to their bosses and not to find themselves on the street as seven journalists of Glas Istre recently did, or as I did last year. Some are flattering to President Mesic, because he is the source of information for them on which they build their anti-tudjman-anti-hdz image generals after battle. Or they were Tudjman people in time of Tudjman, but they are lazy and incompetent to work in research journalism, so for them is the easiest, in order to stay in business, to trade with Mesic.

Nevertheless, I can’t understand what stops blogers to start to take off the masks of connections of mob, main authority and mainstream media. Are (annonymous) blogers afraid of revenge of Hrvoje Petrac, President Mesic, Ivo Pukanic; to be accused of being Sanader’s men, hierlings of Vladimir Zagorac? Funny and tragic!

Seventy per cent of listeners of Radio 101 voted in survey whether Josip Perkovic should be delivered to Germany or to put him on trial in Croatia for participating in murders of Croatian emigrants in Germany, that he should be delivered.

By my evaluation, it is the result of distrust in Croatian judicial system.

Else Croatia is not ready to face with dark part of its past.

If there were no international pressure, no trial to Dinko Sakic for crimes in Jasenovac during Second World War , wouldn’t be held.

Considering that nobody from international community didn’t make pressure about partizan crimes, after the war till today not a single trial was held on that theme.

If ICTY doesn’t exist, nobody would be put on trial even for war crimes during Homeland war.
Let’s put on a side silly actions against all those who were during the war on occupied area.

If Germany is not world example how to deal with its own history from Second World War, but also from time of DDR, and if UDBA didn’t kill the most Croatian emigrants exactly in Germany, never would Josip Perkovic found himself in situation to be put on a trial for crimes of UDBA.

The trial to Vinko Sindicic for murder of Bruno Busic, in the very beginning was a farce exception.

The citizens don’t have confidence in Croatian government when it is about Josip Perkovic, it is also possible because of statement of Zlatko Mehun, the spokeperson of police, that police didn’t get anything from Interpol connected with Perkovic, so the headlines in medias are APB before APB. It seems that nobody in police can’t get on Internet, so they couldn’t see German international APB after Perkovic.

Jasna Babic in todays Slobodna Dalmacija consider relative German accusations against Josip Perkovic as an intelligence war, the conflict of Bozo Vukusic with Josip Perkovic. It is the thesis which several months ago was used by Gordan Malic in Globus, emphasizing that it is the conflict of BND with MI6 for intelligence dominance in Croatia.

Jasna Babic has lots of reasons to take in protection Perkovic because on documents which he was in conntact to, she wrote her books: Zagreb’s Mob and Blaskic Conspiracy.

Veselin Marinov, on whose reports she based Zagreb’s Mob, as she said herself in her book, was a personal assisstant of Josip Perkovic, at that time counselor in HIS (Croatian informative service). Perkovic named action of HIS, Barakuda, which was based on reports of Veselin Marinov.

He, through Djurdja Susak, with whom he was extremely close when he got a job in HIS, persuaded her husband to take Ante Nobilo for lawyer defender of Tihomir Blaskic.

As a result of engagement Nobilo and Perkovic in Blaskic case, Babic’s book Blaskic Conspiracy emerged.

Gordan Malic beliefs for years to informations of Josip Perkovic. He is meritorious for Sasa Perkovic, son of the accused one of German state lawyer, found himself in position of counselor of President of Croatia for national security.As soon as Malic published that Presentation of Franjo Turek to the top of the state was dealing with Josip and Sasa Perkovic, President Mesic hired Sasa on position of his counselor, and discard all objections on actions of Perkovic senior:

* Your new counselor for security Sasa Perkovic, whose father is Josip Perkovic, also experienced intelligence person. Does it mean that you will concentrate more on work of intelligence cervices in second mandate?

-Josip Perkovic after first democratic elections joined in intelligence services, formated Croatian intelligence service and retired. There were thse who doubted in his good intentions, but nothing could ever be said against him. His son is well educated and he worked in services which qualifies him to be my counselor. Because I need advice about functioning of institutions, and that could be the one who comes out of it. I can’t follow everything, and the Constitution says that my duty is to take care of functioning of institutions in the state.

When Sasa Perkovic was named for counselor of President of Croatia, Ranko Ostojic, former chief of Ministry of police and present member of Management of Slobodna Dalmacija, greeted that Mesic’s move by message to the author of 45 lines:- Sasa is the best proof that what he is in Presentation becomes advantage.

Barisic even during investigation which was led by Split state lawyer, Mladen Bajic, said that Tvrtko Pasalic, Barisic’s chief in Military police, called Josip Perkovic, the assisstant of Minister of defense, Gojko Susak in Zagreb and asked him what to do with massacred war prisoners, considering that International Red Cross announced their visit. By testimony of Mario Barisic, Josip Perkovic gave a command to Tvrtko Pasalic to cover up the crime in way to massacred ones transfer to another military prisons in Sibenik, Zadar, Kerestinec.

The witness mentioned 14 and 15 April when the IRC representatives visited Lora asking for the permission to enter the military prison because they found out about the unregistreted prisoners captured there. This caused panic so before the IRC representatives entered Lora, Josip Perkovic, Assisstant Minister of Defense in charge of SIS (Secret Intelligence Service) had ordered the transfer of the prisoners.

By claims of Mario Barisic to the author of 45 lines Ranko Ostojic didn’t give adequate protection to the witness for Lora. Considering that appeared that Ranko Ostojic cooperated with Josip Perkovic and his son, it is clear why he nothing ever undertake against Perkovic senior, and based on testimony of Mario Barisic.It is unclear how to Josip Perkovic would behave Main state lawyer Mladen Bajic if Germans let the acctual case on process in Croatia. Namely, Mladen Bajic had cognitions that Josip Perkovic as Assisstant Minister of Defense in Lora case covered up the crimes, what is punishable by our Laws, not only by ICTY statute, so he didn’t accused him for that.

By records which were published by Nacional, supposed British agent Christopher Looms, in conversation with Gordan Malic, showed interest for those two, junior and senior. Judging by later Malic’s statements that BND wants to disturb MI6 which by help of Josip Perkovic, looks for Ante Gotovina, Malic and Looms by mentioning those two, junior and senior, were talking about Sasa and Josip Perkovic.

I believe in German judicature and I don’t share opinion of Jasna Babic and Gordan Malic that it involved in certain intelligence games. Intelligence games can pass only on Balkans, where beginning with Romania, through Bulgaria, Serbia, Albania, Bosnia and Herzegovina, finally with Croatia, former comunist chiefs of secret polices are still strongly present in political life.

The lawyer Ante Nobilo, who with Josip Perkovic closely cooperated even during trial to Andrija Artukovic, claimed today for Radio 101 that Perkovic is his good friend and that he will, most likely, defense him on trial, if the process start in Croatia.

Nobilo with a smile confirmed that Perkovic is in Croatia at the moment.

Journal 24 sata without naming the source, gives Perkovic’s picture in company of Gojko Susak and Mate Lausic, from one of my web stations. They also give picture of elite district in which Perkovic namely lives, so instead of Zelengaj 67, they take photograph of Srebrnjak where Dunja Zloic Gotovina lives.

By lobbies informations from Haag, ICTY is interested to get new confirmations of informations that Ante Nobilo brought out from the court protected testimonies of Netherland soldier of SFOR and Stjepan Mesic’s in Blaskic case.

Also, namely Haag’s prosecution asks for renewal of process against Tihomir Blaskic, after they got enough strong informations about existance of Blaskic’s command for war crime in his area of responsibility.

Namely, Haag’s prosecution have enough convincing evidences that for the command knew Ante Nobilo, his expert assisstant Josip Perkovic, Markica Rebic, chief of SIS, and his associate Stipan Udiljak.

So, it is ilusion to expect that ICTY, no matter supposed cooperation of Josip Perkovic and Christopher Looms, would be ready to whether in front of Croatian or German autorities, in any way give support to Josip Perkovic, who is now accused for participating in murders in Germany during 70-ties and 80-ties of last millenium.

If Josip Perkovic with help of Ante Nobilo, and later Ranko Ostojic and Mladen Bajic, till now managed to avoid the trial bench in Haag, it is absolutely clear that ICTY has no reason to protect him. Contrary, there are indications that Haag’s investigators got additional evidences about his involvement in war crimes in Croatia.

As undoubtly main chief of UDBA union, the most resilient and the most influential informal association in Croatia, Josip Perkovic besides his own son, on relevant positions in intelligence community placed all his men.

The chief of POA, by his own ambition future formal chief of all Croatian spies, Tomislav Karamarko, is under great influence of Josip Perkovic.

By writing of Jasna Babic, Perkovic’s players are Ivan Bandic, the officer for connection in OA (intelligence agency) in Hungary and Gordan Akrap, representative of OA in Berlin.

Gordan Akrap is by Jasna Babic formaly led action Barakuda, and in 2001./2002. he was chief of branch office of OA in Mnchen.

Although Akrap is at the moment in Berlin in charge for relations with BND, considering that Germans already accused Perkovic, he can’t help him any more, and recomendation that he is Perkovic’s man, can only hinder him in relations with the country where he is a guest.

By taking over SIS and Military police from hands of Dragutin Franciskovic and Ivan Grbavac Cobra, Josip Perkovic among other things made great friends in onetime Military hospital on Dubrava.

On suggestion and initiative of Crisis command of VBZ, President of Republic, dr. Franjo Tudjman with associates (president of the Government of Croatia, dr. Franjo Greguric, vicepresident of the Government, prof.dr.sc. Mate Granic, chief of Main headquarters of Croatian Military, general Anton Tus, Assisstant Minister of Defense, brigadier Josip Perkovic, commander of Main Headquarters of medical service of Croatia, general-major, prim.dr. Ivo Prodan, academician prof.dr. Zdenko Skrabalo, who was in charge for all conntacts with Crisis headquarters and counselor of President, prof.dr.sc. Slaven Letica) founds a resolution that by receiving patients in hospital and by continuation of work of policlinic, hospital guards physically, but also defends with weapons if needed.

History and development of Clinical hospital Dubrava

Through all this time he stayed in good relations with Ivo Prodan and onetime chief of hospital, dr. Petar Brinar, father of Maja Brinar, known by her marrige with a lot older Israel businessman.It is assumed that through those connections, after election changes in 2000. in position of chief of security in hospital he placed his associate even in emigration, and later colonel in SIS, Tomislav Micic.

By Zvonimir Despot in Vecernji list, Germans are suspecting Perkovic that he in 1977. as an operative man of UDBA, under pen-name Tomo Novakovic, from his onetime associator Josip Miler (escaped to BND, also as Josip MajerskiFrane Goreta and Stjepan Bilandzic later), bringing him a gun and 60.000 DEM in Switzerland, asked to kill emigrants .

About that there are firm evidences available to German autorities even from that time. Josip Miler died meanwhile, but as former emigrant Tomo Sedlo claims, behind him is left testimony on video tape.

About that part of accusations on Perkovic’s account, the most interesting will be testimony of Frane Goreta.

After series of my texts about crimes in which participated members of SIS and Military police, by interwiev in Globus in 1999. to colleague Mark Cigoj, for crimes spoke called by name officer of SIS, Frane Goreta, discarding all accusations on his account and praised amply Josip Perkovic, from whom he got the job in SIS after arrival from emigration.

In which way Frane Goreta from Perkovic’s victim (by German APB) became Perkovic’s good associate in SIS (by his own cognition), he will get an opportunity to explain himself whether on trial in Germany or in Croatia, if in Zagreb Josip Perkovic will ever be accused.

P.S. It is not clear to me by which logic was led HINA giving the news yesterday about German APB against Perkovic, quoting that also journal of Croats in diaspora, Croatian Herald, wrote about German investigation connected with murder of Stjepan Djurekovic

Namely, Croatian Herlad is known and relevant as much as Mate Basic who editors it. And in his text, which you can read under title The leader of UDBA and SIS under German investigation, there is nothing that was not somewhere else, so I can only conclude that Mate Basic has good connections in HINA which quotes him without any other connection.

Hrvoje Petrac is a big hole in Action plan

Exactly on 10.07.2004. in Vjesnik, under title: NOBODY WANTS TO BE CONNECTED WITH HRVOJE PETRAC, I published:

By the latest unofficial informations, Hrvoje Petrac is hiding in Greece for kidnaping general Vladimir Zagorac’s son, where recently, totaly unofficialy was one person from the top of OA.

That person was Sasa Perkovic, at that time, assisstant of chief of POA, Damir Loncaric, and today he is advisor of President Stjepan Mesic for national security, else son of Josip Perkovic, the most powerful Croatian spy, for whom Bozo Vukusic says that he is under German investigation about murder of Stjepan Djurekovic.

Sasa Perkovic, while he was in Greece, had a little car accident, his official car war damaged, what caused little problems with police, because Perkovic junior was there unofficialy, that means, he was not registrated with domestic authorities, so contrariwise to international diplomatic-intelligence regulations. And OA at that time didn’t have in Greece no accreditted intelligence attache in embassy in Athens.

Considering that Sasa Perkovic, during first Petrac’s escape to police in 2001., together with Ranko Ostojic, former chief of police, visited Hrvoje near Villach, after what the controverse tycoon appeared in Zagreb and gave statement to the police in Heinzlova Street that he had nothing with murder of Vjeko Slisko, it was not difficult to conclude that assisstant of chief of OA stayed in Greece to conntact with Petrac.

Conntacts of Ranko Ostojic and Sasa Perkovic during first escape with Petrac, later a few months ago, described Ivo Pukanic, as it could be considered as Petrac’s warning.

Through Pukanic also was warned chief of POA, Tomislav Karamarko by information in which was claimed that Karamarko, at the beginning of 90-ties, by intervention of Damir Loncaric, became subtenant at Alica Petrac, that means Petrac’s.

That authorities knew all the time where was heading now arrested tycoon, as they knew Matekovic’s moving, and they surely knew where Gotovina was, confirmed also my another text in Vjesnik from 26th July 2004.:Will Petrac after surrender go to hospital? (on croatian at this link):

Hrvoje Petrac, businessman after whom is Interpol’s APB because of accusation that he participated in kidnaping of retired general Vladimir Zagorac’s son, and to whom was prohibited entering in countries of EU, because there were suspicions that he helped runaway general Ante Gotovina, could be back to Croatia these days.

The source from judicial circles said for Vjesnik that about that case are informed in Supreme state attorney’s office and Ministry of police, and these days in those institutions are held consultations about the model of Petrac’s surrender…

Vjesnik’s source claims that persons close to Hrvoje Petrac about new diagnosis conntacted with authorized doctors in Zagreb’s hospitals Sestre milosrdnice (Sisters of mercy) and Sveti duh.

For Petrac the staying abroad was made worse, not only because of Interpol’s APB, but also because of decision of Union, which prohibited entering in countries members.

Those consultations were in Kuniscak (Intelligence Agency), in office of Damir Loncaric, and there were supposedly Principal state attorney, Mladen Bajic, highly ranked person in Ministry of police, Vladimir Faber and some of doctors from mentioned hospitals.

After publishing this text, Faber travelled half-incognito out of country.

But then there was no Petrac’s surrender, and I found out that attorney, Milenko Umicevic, is very interested in my writing.

As in Greece were held Olympic Games, because of danger of many securities, Hrvoje Petrac transfered himself to Israel. Supposedly later he was moving between Israel, Greece, Turkey, Malta and Croatia.

When this year in April, journalists close to chief of POA, Tomislav Karamarko said that Hrvoje Petrac was in Israel, and that he would be arrested any moment, spoke President Mesic, who was often connected with runaway tycoon, and what I registrated in text:Mesic’s campaign of support to Petrac (on croatian at this link):

By Croatian President Stjepan Mesic, to runaway tycoon condemned on six years of prison for kidnaping of general Zagorac’s son, the trial should be repeted, because he was condemned in absence.
Asked about informations that Hrvoje Petrac was in Israel, Mesic said that great suspicions that he was exactly there, but that was not for sure.
Besides, he emphasized,that there were no evidences that Petrac was involved in financing escape or staying of general Gotovina abroad.
I haven’t seen any evidence, there are only suspicions, said Mesic, emphasizing that Petrac should come to Croatia.
He said that Petrac was condemned in absence, and the trial should be repeted after his arrival.

Because of all that, I personaly don’t believe that actual arrests of Ico Matekovic and Hrvoje Petrac are result of some serious work of our police and secret services and cooperation with their international partners, as Principal state attorney, Mladen Bajic, and President Stjepan Mesic claim, or it is about serious achievments of Action plan, which should fascinate Carla Del Ponte and Ministers of foreign affairs in EU.

First, it is only matter of actions of government, for which was enough only political will, which wasn’t there before.

Second, in repeted trial, which was announced by President Mesic, when he was hoping that Ivica Crnic would stay the President of Supreme court (which decides about repeted trial or cancellation of first instance verdict) Hrvoje and Novica Petrac, also as Ico Matekovic, could be liberated. It is enough that three convicts, who didn’t appeal on verdicts in repeted trial as witnesses change their testimonies and all evidences against the three mentioned are wasted.

Unofficialy there are speculations that Ico Matekovic pull chain with Hrvoje Petrac and that all guilt for kidnaping of Zagorac’s son will put on him, and based on that those who believe in honest intentions and professional moves of government, will think that Hrvoje Petrac will stay in prison really for a long time.

Partly those speculations have basis in statements of Djurdja Matekovic, who said that her sons came to protect her from Petrac’s and Zagorac’s men. On that way Djurdja Matekovic confirmed that she knew that Ico was in Croatia, but she revealed unintentionally, that other two sons, condemned on less years in prison, were also in country.

That Petrac could put Matekovic under pressure can be read from text of Dean Sinovcic, in these weeks Nacional, who wrote, among other things, that during las six months Zagorac’s telephone has been tapped, and in one caught conversation, Ico Matekovic, supposedly said to Vladimir Zagorac that he owned him 750.000 of ransome for son.

Nevertheless, crime report experts from Zagreb’s coffee shop Kapuciner, say that was impossible that police tapped for last six months Zagorac’s telephone, in other words, if it was done by POA and really registrated that conversation, it can’t be evidence in court.

So, Ico Matekovic has no reason to worry and he doesn’t have to testify against Petrac.

Further, by death of Davorin Firis, disappeared only known evidence about connection of Hrvoje Petrac and Ante Gotovina.

Namely, USKOK recently found out that Davorin Firis, as a director of Petrac’s casino Vega concealed great amount of taxes, and there were doubts that money was used for financing escape of Ante Gotovina.

Firis recently died in suspicious car accident and through him can’t be any more connected Petrac and Gotovina.

So, President Mesic was a prophet when he said several months ago that he didn’t know about any evidences about their connections.

Why then Carla Del Ponte and Ministers of foreign affairs in EU should believe that Croatia is doing serious efforts on fulfilling Action plan which final goal is deliver Ante Gotovina in Haag?!

-Anyway, if you caught these two men so fast, we don’t believe that you are not capable to do that with Gotovina, is the most possible answer that will come from Carla and EU Ministers.

And as sources close to ICTY say that Haag’s court is not fascinated by Osjek’s investigation of war crimes in 1991/92., that is, they are not interested in swop Branimir Glavas for Ante Gotovina.

With crimes is also acquainted Ivan Zvonimir Cicak, claims Milan Levar in interview for Vecernji list. Namely, Cicak knew for combusting of bodies in Sisak’s Ironmonger, for combusting on dumpsite in Zadar, for rides with tankcontainers of Ina, but he has never said that. Not only because he is Tihomir Oreskovic’s best man, but also because he said that every year President Tudjman signed operations of Cicak and HHO for next year.
So, those were concessions to cover up Gospic, Levar concluded.

It is very interesting that exactly on Monday, 10th April, in the publication of action Kameleon, in Vecernji list appeared text about Gospic, where in the main role was Mr Levar. There was a little coincidence that the same thesis about me, which he gave in Vecernji, brought out last Friday by Vjeko Magas*, as if they arranged it or as if somebody synchronized their statements.

Levar, and also Magas, call me by name that I knew for Gospic’s crime, but I didn’t do anything, bringing that in connection with best man’s relationships with Tihomir Oreskovic. I would like to remind Levar that I am the first man in Croatia, that is in Slobodna Dalmacija, several days after Gospic’s crime, have published the text under title Where are Gospic’s Serbs disappearing.

In that time Levar was together with Oreskovic and those whom he is accusing today for war crimes.

Money for testifying

Concerning further informations about Gospic, I personally gave them, like did other activists of HHO (Croatian Helsinki Committee), to ICTY’s investigators, but about that, of course, we weren’t informing Levar. He personally knows that I talked with investigators when they were in Zagreb.

But I couldn’t make possible to Levar and some of his friends, to get money for their testifying, and what they were asking for. Namely, if anybody, in any way, indemnify any of witnesses, he would stop to be a relevant witness in ICTY.

Sisak’s ironmonger

Concerning Gospic itself and Levar’s role, we have to ask ourselves how on Saturday in Gospic came ICTY’s investigators, what was published in newspapers from Tuesday, and that Mr Levar on Monday, through publication of action Kameleon, Vecernji, attracted medias’ attention on Gospic.

With Mrs Carla Del Ponte, and other representative of Tribunal, I talked about danger which could threat to any investigation, if in any way is made media’s pomp around some actions. First of all, Croatia is still wounded from crimes which was done to Croats and by instrumentalisation is possible to move grumblers to organise protests and try to block investigations of Haag’s tribunal. Such yoghurt revolutions we have seen before during first arrival of Carla Del Ponte, or during pronouncement of sentence to Blaskic.

Levar called me by name in Vecernji, claiming that I knew for combusting of bodies in Sisak’s ironmonger, for combusting on dumpsite in Zadar, for rides of tankcontainers of Ina, but that I have never said that to anyone. How can he know to whom I have told and what we did connected to that matter.

He and Magas are saying the same things. Concerning Sisak’s ironmonger, there is a story that Croatian governments after action Bljesak there were combusting bodies of Serbs massacred in actions of Croatian aviations, that was in sacks, by special convoy, transported to Sisak and combusted. Unfortunatelly, that information was not possible to be confirmed, and we are not telling baby- stories.

Public is familiar that in HHO was done an investigation, much more expansive than this detail, about happenings on area of Sisak since 1991. till today.

Relevant evidences

Concerning supposed combusting of bodies on Zadar’s dumpsite, that information is not accurate, our activists were on the field and tried to carry out detailed investigation about that, there is also documents about that. Also there is documentation, special reports, about some unusual events on Zadar’s graveyard.
All that is very neatlly photodocumented, and that documents, in presence of colleague Prodanovic, I gave where I supposed to give.

So, Mr Levar shouldn’t put himself in judge’s place, but also not as a public squealer, who would denunciate work of HHO and me personally. And to information that Tudjman every year signed operations of HHO and me personally, I don’t want to comment, because it is not only nonsense, but more than that.

But it is obvious that both Mr Levar and Magas have some relevant evidences and facts about mass crimes.

Levar goes so far that he directly accuses Norac for serious war crimes, murders of Serb civilians and mining of houses.

Levar nor Magas, after democratic elections, with their informations, didn’t go where citizens of this country should and had to go, and that is Ministry of police or at least State prosecutor’s office. So, in this way I ask from Minister Lucin and state attorney Zivkovic to start actions for collecting facts connected with public statements of Magas and Levar, and in accordance with informations taken from them, start adequate measures.

Beispiele von schmutzigen Geschften finden wir am Besten im bosnischen Krieg. Karadzic konnte den Serben in Drvar nicht gestehen, dass Bosnien und Herzegowina geteilt werden soll und dass sie ihre Stadt in Richtung Sanski Most oder Banja Luka verlassen mssten. Dies war die Aufgabe der Kroatischen Armee. Die Vertreibung der Kroaten in Vares war anderseits nicht die Aufgabe der Kroaten, sondern der Moslems. Dies ist das schmutzige Geschft und die Logik des bosnischen Krieges nicht der Vlkerhass

Norbert Mappes – Niediek ist Journalist der Deutschen Zeitung Die Zeit. Eine Zeit lang war er Yasushi Akashi’s Berater fr das Gebiet des ehemaligen Jugoslawiens. Im Frhling dieses Jahres verffentlichte er das Buch Die Balkanmafia, das verschiedene Dossiers beinhaltet, die bis dahin in Der Zeit erschienen sind.

Vor kurzem besuchte er Zagreb, um sich vor Ort ber die Vorbereitung fr die bersetzung seines Buches ins Kroatische zu informieren. In Kroatien soll das Buch im Duriex-Verlag erscheinen. Wir nutzten diesen Gelegenheit mit Herrn Mappes – Niedek zu sprechen.

Das Buch Die Balkanmafia wurde in Deutschland just in der Zeit verffentlicht, als Zoran Djindjic ermordert wurde. Haben Sie je vermutet, dass so etwas geschehen knnte?

- Zwei Tage nach dem Erscheinen des Buches, wurde Djindjic ermordet. Ich war nicht berrascht. Vor diesem Attentat haben sie schon zwei Mal versucht, ihn zu ermordern. Es ist ganz klar, wer hinter all’ dem steckt. Es handelt sich um das Milieu bestehend aus dem organisiertem Verbrechen und der Kriegsverbrechenschaft. Es ist typisch nicht nur fr Serbien, sondern fr alle Staaten, die einst Teil des ehemaligen Jugoslawien waren. Fr die Deutsche ffentlichkeit war dies doch eine grosse berraschung. Nach all’ den Kriegen in dieser Region, geriet das ehemalige Jugoslawien mehr oder weniger in Vergessenheit. Man ging von einem klassischen etnischen oder ideologischen Konflikt aus. Niemand wusste um den kriminellen und verbrecherischen Hintergrund der Kriege Bescheid.

In denjenigen Teil des Buches, wo Sie Djindjic erwhnen, schreiben Sie ber seine Beziehungen zur Tabak-Mafia. Was fr ein Echo haben diese Erkenntnisse in Deutschland hervorgerufen? Wir wissen, dass gerade Djindjic in Deutschland eine grosse Untersttzung genossen konnte?

- Dieser Hintergrund ist noch nicht vllig klar. In Serbien sowieso nicht. Gemss den Artikeln in der Zeitschrift Nacional wissen wir, dass Djindjic mit den Schmugglern verbndet war. Der Zigaretten-Schmuggel liegt in einer Grauzone, zwischen Legalitt und Illegalitt. Die Tatsache, dass ein internationaler Markt fr den Zigaretten-Schmuggel besteht, fr den sich keine der Staaten interessiert, wird von den Kriminellen ausgenutzt. Die grossen Tabakkonzerne wie z.B. Phillip Morris oder BAT verkaufen Zigarreten in die ganzen Welt, aber niemand weiss, wer sie kauft. Niemand weiss, wo sie am Ende angelangen. Die Europische Union versucht dagegen anzukmpfen. Leider, bis jetzt vergebens. Die polizeilichen und gerichtlichen Ermittler in Deutschland sind sehr unzufrieden mit der Deutschen Diplomatie, die sich offensichtlich mit diesen Beziehungen berhaupt nicht befassen will. Doch das Wissen ber diese Beziehungen ist wichtig fr das Verstndnis nicht nur der jetzigen Situation zwischen den Staaten, sondern auch fr das Verstndnis des Konflikts im ehemaligen Jugoslawien. Zum Beispiel, fr das Verstndnis des wirtschaftlichen Konfliktes zwischen Serbien und Montenegro. Diese Konflikte wurden im Westen nur von der politischen Seite her betrachtet, nicht von der wirtschaftlichen, dessen waren Hintergrund sie darstellen.

Djukanovic und Djindjic werden im Verhltnis zu Milosevic als Demokraten angesehen.

- Das sind sie auch. Djukanovic hat, ohne jeden Zweifel, an der Demokratisierung Montenegros beigetragen. Dies gilt umso mehr fr Djindjic in Serbien. Seine Rolle am Milosevic’s Fall ist geschichtsreif. Aber, schon damals, als Milosevic noch an der Macht war, erkannte Djindjic, dass er mit dem kriminellen Kreisen zusammenarbeiten muss, wenn er Milosevic besiegen mchte. Es dauerte Monate bis endlich die EU-Gelder fr die Opposition Serbien erreichte. Es ist daher leicht zu erklren, wieso die Finanzierung aus den serbischen wirtschaftlichen Kreisen leichter zu organisieren war. Htte es dieses wirtschaftliche Milieu nicht gegeben, htte man Milosevic nie strzen knnen.

Im Buch erwhnen Sie auch die Untersttzung durch die Brder Karic und deren Medien.

- Ihre Rolle ist besonders interessant. Am Anfang waren ihre Medien gegen die Opposition. Sie wechselten ihre Meinung ein paar Tage vor Milosevic’s Sturz. Hervorheben mchte ich in diesem Zusammenhang, das Treffen zwischen Djindjic und Milorad Lukovic Legija an einem geheimen Ort, ein Tag vor Milosevic’s Sturz.

Wie bewerten Sie den Erfolg der serbischen Polizeiaktion Sablja?

- Am Anfang war dies ein grosser Erfolg. Zum ersten Mal merkten die Leute in Serbien, dass ein Staat besteht. Aber, es war von Anfang auch ganz klar, dass die serbische Gerichtsbarkeit keine Mglichkeiten haben wird, alle 4500 Angeschuldigte zu prozessuieren. Jetzt haben wir eine Stimmung des backlash. Wir werden sehen, wie sich nun die Gerichtsverhandlungen, die diese Tagen beginnen, abspielen werden. Doch ist es sehr wichtig zu erwhnen, dass die serbische ffentlichkeit sehen konnte, dass die Polizei fhig ist, gegen die Kriminellen anzukmpfen. Dies konnte man in den anderen Staaten, auch in Kroatien, bis heute noch nicht erkennen.

Die Beziehungen des organisierten Verbrechens in dieser Region sind sehr interessant. Es entsteht der Eindruck, dass das Vebrechen keine Grenzen kannte.

- Handelt es sich um mehrere Staaten, haben sie ein Paradies fr ilegalle Aktionen. Keiner dieser Staaten ist fhig, die Zge des organisierten Verbrechens zu verfolgen. Das bestehen von Grenzen ist fr den Schmuggel sehr wichtig. Ohne Grenzen gibt es auch keinen Schmuggel. Die Polizei keines Staates ist fhig mit der Polizei eines anderen Staates zu kooperieren.

Sie erwhnen die Albaner, als die wichtigsten Akteure des organisierten Verbrechens im Bereich des Drogenhandels in der ganzen Region. Die Albaner haben die Drogen sogar der serbischen Mafia verkauft.

- Ja, genau. Yumco aus Vranje hat die Anzge fr die Kosovarische Befreiungsarmee geschnitten. In Serbien wurde deswegen Anklage erhoben. Aber, dies soll nicht bedeuten, dass die Banden multinational seien. Dennoch arbeiten sie auf dem internationalen Markt hervorragend zusammen. In Serbien sprach man immer ber die albanische Mafia, und dabei hat man leicht vergessen, welche Rolle die serbische Polizei spielte. Whrend des Kosovo-Krieges haben sich manche Albaner ziemlich bereichert. Sie hatten berhaupt keine Probleme mit der serbischen Polizei.
Einst erklrte mir ein Polizist in Belgrad, wieso so viele Polizisten bereit wren in den Einsatz nach Kosovo zu gehen. Es war ja ziemlich gefhrlich. Die Albaner hasste die serbischen Polizisten, und dennoch gab es so viele Freiwillige. Es ist ganz klar, dass fr sie die Bereicherung, dh. die Erpressung reicher Albaner, im Vordergrund stand. Dies geschah auch im Jahre 1998, als Serbien der ganzen Welt erklrte, in Kosovo geschehe der Separatismus. Doch was erstaunt ist die Tatsache, dass gerade in dieser Zeit die Kosovarische Befreiungsarmee ihre Bros im Zentrum von Pristina besass. Kein einziger Polizist kam sich zu erkundigen. Wre es mglich, dass die ETA Bros in Bilbao besitzt?

Die ideologischen Vorurteile, die bei der politischen Elite im Westen im berfluss bestand, werden in ihrem Buch durch die Behauptung widerlegt, dass hinter der Ideologie die alten Strukturen standen, mit ihren Wnschen um Reichtum und Macht?

- Anfangs 1992 kam ich ins ehemalige Jugoslawien. Ich erwartete, fanatische Politiker anzutreffen, die denken wrden, ihre Nation sei wertvoller als all’ die anderen. Dem war aber nicht so. Diese Politiker waren grsstenteils nicht fanatisiert, mehr oder weniger waren sie Demokraten. Ihr Job bestand in der Aufteilung des Landes. Sie behaupteten, dies sei unausweichlich. Den Fanatismus traf ich bei den Opfern, beim Volk, nicht bei den Politikern. In Pale vermutete ich die grssten Fanatiker, dem war nicht so. Sie sagten mir, Izetbegovic erledigt sein Teil der Arbeit, sie ihren.

Ich fhlte, dass der Fanatismus und die Ideologie nicht die ganze Kriegsgeschichte ausmachten. Als ich in Pale war, sah ich nachts Tankwagen aus Kiseljak, die den serbischen Markt mit Benzin aus dem kroatischen Teil der Region versorgten. Spontane Aktionen gab es in diesem Krieg nicht. Auch keine Demonstrationen. Sogar diejenigen, die sich gegen die Rckkehrer abspielten, waren fingiert. Auf der Strasse befand sich nicht das gemeine Volk, immer waren dies Leute, die von einem Politiker zusammengerufen worden waren.

Im Buch erwhnen Sie auch die Rolle von Mladen Naletelic Tuta im Handel mit den Serben.

- Ich habe Naletelic nicht persnlich gesehen, doch seine Leute waren berall. Ich sah sie auch in Pale.

In Ihrem Buch haben Sie auch die Rolle von Fikret Abdic in diesem Krieg erlutert.

- Seit dem Beginn ist seine Geschichte strikt geschftlicher Natur. Das Waffenembargo des Westen hatte dem im Wesentlichen dazu beigetragen. Das Embargo ermglichte ein Milieu zwischen Verbrechen und Politik. Sogar der verstorbene Kroatische Minister Susak hat mit diesen Kreisen verkehrt. Dann die Kosovarische Befreiungsarmee, die mit Drogen handelte, um Waffen zu bekommen. In Italien gibt es Beweise fr diese Behauptungen.

Es gibt auch Indizien, dass whrend der Belagerung von Vukovar die Kroaten von Arkan Waffen gekauft htten? Es gab, angeblich, Vorschlge, nach der Operation Sturm Banja Luka fr Tuzla zu wechseln?

- Ja, solche Karten wurde gezeichnet. Im Herbst 1995, als NATO die bosnischen Serben bombardierte, hatte die kroatische Armee die Aufgabe die westlichen Teile Bosniens einzunehmen, Drvar und andere Orte. Ein General hatte mit seiner Armee den Fluss Sana berquert und schon am Tag danach wurde er von seinem Posten genommen. Er hat die Grenze der Absprache berschritten. In diesen Regionen gab es nie einen totalen Krieg. Es handelte sich immer um eine politisch kontrollierten Krieg

Schon damals beim Kampf um Vukovar sprach man von einem Deal.

- Ja, Vukovar war das erste Beispiel, bei dem sich die Leute fragten, um was es hier geht. Meine Meinung ist aber, dass der Westen bis heute nicht begriffen hat, was sich in diesen Kriegen abgespielt hatte.

Lange Zeit sah der Westen nur in den Moslems die Opfer.

- Es entspricht auch der Wahrheit, dass das bosnische Volk im bosnischen Krieg das grsste Opfer war, nicht aber die bosnische Fhrung. Im Westen meinte man, die Bosnier wrden die Idee eines multiethnischen Staates verteidigen. Doch, wre dem so gewesen, gbe es keine Vertreibungen von Kroaten in Bugojno. Sie hatten zwei Mglichkeiten: das einheitliche Bosnien und Herzegowina, und wenn dies nicht mglich sei, dann wollten sie einen separatistischen, moslemischen Staat. Sehen Sie sich nur das Beispiel von Vares an, in dem berwiegend Kroaten lebten. Dort waren die Leute keine Nationalisten, doch wurden sie Opfer einer Vereinbarung zwischen der kroatischen und bosnischen Regierung.

Im Unterschied zu Serbien, sagen Sie, htte Kroatien einen funktionierenden Staat. Doch, das organisierte Verbrechen, welches aus dem Krieg hervorging, wirkt auch in Kroatien noch immer.

- Dieses Problem wird noch lange anwesend sein. Seit dem Beginn hatte das organisierte Verbrechen in der Erschaffung von Institutionen eine wichtige Rolle gespielt. Dies sieht man nun am Beispiel von Kosovo. Das Ziel war die Erschaffung von Institutionen, dies wiederum frderte die Institutionalisierung des organisierten Verbrechens. Nun versuchen die internationalen Truppen in Kosovo die Lustration von Leuten, die an die Macht wollen. Weder in Serbien noch in Kroatien gab es solch’ eine Lustration.
